Russian Disinformation in Canada: Impact and Struggle or Counteraction

On January 21, 2026, Ukrainian Canadian Congress – Ottawa Branch, The Mark Kopinec Fund, and Canada Ukraine Foundation, were pleased to invite all to a special event titled “Russian Disinformation in Canada: Impact and Struggle or Counteraction.” This timely discussion was focus on the impact of Russian disinformation on Canadian society, democratic institutions, and public discourse.

We were honoured to welcome Hon. Dr. Senator Stanley Kutcher as the Keynote Speaker and His Excellency Ambassador Andrii Plakhotniuk as the honoured guest of the event.

About the Speaker – Hon. Senator Stanley Kutcher

Hon. Senator Stanley Kutcher serves on the Senate Committee on National Security and Defence and has spoken extensively in the Senate on issues related to Russian disinformation and threats to democratic institutions. He is the founder of Science Up First, a Canadian NGO created to combat health disinformation, and has consistently advocated for a coordinated, comprehensive, and effective approach to countering Russian disinformation across government and civil society.

Senator Kutcher is a strong advocate for Ukraine. He is currently working to advance a special pathway to permanent residence for recently displaced Ukrainians in Canada, to encourage universities to apply domestic tuition rates for Ukrainian students, and to support Ukrainian communities across Canada in preserving cultural and historical memory. He has also been actively pushing for Canada to do more to help return Ukrainian children illegally deported by Russia.

He is a recipient of the Order of Nova Scotia and the Order of Merit of Ukraine, and is the author of Bill S-210, which established Ukrainian Heritage Month in Canada.

Internationally, Senator Kutcher is recognized as a leading adolescent mental health expert, known for his major contributions to youth mental health research and for leading the development of Canada’s first national child and youth mental health framework.
